How about using a spring to store the momentum of the flywheel after each pulse, and use it for re-starting? A clean start/stop is likely fairly important.
Try adding a belt to the bike tire, which lets you pump it up more as well as rolling easier. The belt can carry a replacement tread, and be held on by air pressure.
