I'm not sure how this requirement can be complied with either. There must already be a significant amount of pressure on manufacturers to install efficient engines already, as fuels cost are probably one of the main considerations in commercial truck purchases. There may have to be other methods employed to improve efficiency, such as regenerative braking, aerodynamics, perhaps exemptions for renewable fuels...
