Laws of physics say no. The energy input must be equal to the output, and as there is friction etc to overcome, the engine wouldn't be able to maintain itself, let alone power anything else.

Perpetual motion machines are a fun idea, but are a complete load of crap. Anywhere that tries to sell plans for such a machine is a scam, and everything else they sell is almost certainly equally dodgy.
