LED running lights are a viable option, but aren't all that cheap (about $50 a pair for ones that are legal to use in countries that recognize EU vehicle lighting standards). LED headlights on the other hand are practically impossible to retrofit as you need a lot of cooling for really high power LEDs, so a standard headlight housing won't work.
