That's for Deceleration Fuel Cutoff - coasting in-gear, some vehicles cut fuel to the injectors. The setting it to adjust the threshold where that is recorded.

Accuracy - I've got a year and over 10,000 miles on mine. I've recorded the actual gallons and back-calculated the un-adjusted gallons for each fill. Once I locked in my offset, it's been +- 1% or so for the whole year.
