I have to say this. I read your posts in this thread and am amazed at your unbelievable grasp of the English language. The OP's post had me going for a while until I looked over to see he's in Poland!

Here in the USA in NY an inspection entails scanning the registration to start the inspection process and plugging their computer into the OBDII port. No emissions test at all.

That's it! The one's who do take a look at brakes headlights etc are the one's looking to get into your pocket. At least it seems like that to me.

Same state would not let me buy a VW diesel for several years, even if I bought it in another state. If you came back to title and register, you were out of luck.

Run you finger on our cars as part of an inspection could be hazardous to the inspector's health. I still don't understand how many of your cars which undergo such strict regulations cannot be sold in the USA. It makes no sense to me.
