You might consider using longerons over the ribs, made of PVC pipe, then pull the plastic sheet snug. Fiberglass or aluminum tube tent poles as used in dome tents would work well, too.

Or, dacron works well, is light and strong, and comes in lots of colors. It is heat-shrinkable, so once you get the envelope over the longerons, you can pull it taught and wrinkle free by holding a hot clothes iron up next to the fabric (but don't actually touch the fabric).

Homebuilt airplane guys have used this stuff for decades, to good effect. Once you get the shape you want, you can dope the fabric to make it waterproof.
