At least some car rims have enough big groove. I would think that about minimun is about 4-5mm range :/. If there is about that idea might work. You might need to use some stiff material like glasfiber, but it should work the same way.
Here is a question. When I get my wheels balanced, the outer edge is where they clamp the little weights. Does your system address this? I would think it would be a problem.
