Depends on the load imposed by the wheel cover. If it's heavy like a manhole cover, then it will require
very stout mounting. If, otoh, it's light like a Frisbee or even less, and its outer edge snugs into the inner edge of the rim to carry the shock loads, then a modest attachment will hold, like velcro.
Keep in mind that a strip of velcro all around the edge would distribute a light load over a large area, rather than concentrating said load on just a few stress points. Get the picture?
