Qatar is an oil- and gas-rich nation, with the third largest gas reserves, and the highest GDP per capita in the world.
One would think they wouldn't be very receptive at the prospect of selling less oil in the future.

Maybe the car has trouble starting in cold weather? I have wondered how a diesel hybrid would do in very cold weather, with intermittant starting. I know from the 10 years I drove Mercedes diesels, they hated the cold, and killed batteries.
I would like to see some real competition in the Hybrid market. This may be THE Prius killer.
