Reversible DC motor. PCM varies pulsewidth. two, sometimes 3 (for redundancy/diagnosis) position sensors are used for feedback.

They're spring loaded 5-10% open (meaning the PCM actually closes the throttle some at idle and low acceleration) so that if it loses connection you can still have some driveability by varying ignition timing and mixture. I tested this on a 05 300c hemi at school by unplugging the throttle assembly wiring. immediately jumped to 1800rpm and floored got up to about 2800. not much and not great but enough to get to the shop.

BTW don't get your fingers caught, they are strong enough to break ice that can accumulate
