First off usually the changover/circulate is before the filter but if it isn't it means that you will get cross contamination into the diesel tank which will eventually crud up your motor.

Second most people who do dual tanks remove their fuel lines to the veggie tank and route them through a larger coolant line off the block (like a jacket around the line), Usually you coil coolant lines around the veggie tank and insulate it then send the coolant back up. In this way the oil is being heated in the tank and heated as it comes on its merry way up to your motor.

Then after all this you would want your in line heater to raise the temp up a bit more just before it gets to the engine. This is the length you will need to go to run veggie in a non tropical climate.
