A few people I know have heated not only their filters but the lines between the pump and the injectors.
Somebody (forget who) sells electrically heated injectors. The elc heats them hotter than coolant temps.
I can't remember if it was for VW TDIs or Cummings..........
So far I have only heard of positive results.
On the tank heater:
A guy I know made a metal coil he put around the pickup tube. He ran the coolant through this instead of going around the outside of the tank. He said it helped the warmup time in the Georgia mountains.
