They surely included the all-electric part - they've probably done the entire city part of the EU-cycle on electric power, and the acceleration phases in the extra-urban partly in electric and in hybrid mode .

In current Volvo's, it doesn't even work below 0° C (freezing)

You could probably cure that with an extra temperature sensor inside and a switch once the engine is thoroughly warm - though it will mess up the airco.
