It's a little unclear why you are trying to find this information, but here is something that should be extremely helpful:

This is a page out of the Tire and Rim Association Yearbook. It deals with the rim contour for passenger car J type rims.

Notice that the dimension you are asking for is the D diameter + 35.0mm. In theory, any rim designed for passenger car tires should conform to that dimension.

That more or less answers the question that you asked, but there may be some other considerations if you are designing a product where that is a critical dimension - for example: The rim flexes under load, and the tire may have rim flange protectors that extend beyond the rim face. If the product may interfere with that, you may need more info than just the dimension requested.
