If you search the forum for HHO or electrolysis, you'll find quite a few lively threads about on-board hydrogen generation.
Most people on here don't believe it can work, basically because you can't gain more energy than you put in.
Combine that with the built-in inefficiency of using an engine and alternator to generate electricity, and you're stuck in a lose-lose situation.
A Turkish university recently claimed a self-supporting hydrogen (or HHO / Brown's gas) set-up worked in their testing, but they didn't add any substantiated evidence beyond simply claiming it.
Substantiating one's claims is of paramount importance in scientific experimenting - so much so that I doubt many researchers will spend their time trying to reproduce the Turkish experiment.
It is, however, known that adding H2 - or any gas that can be burned - to an engine can give you improved mileage.
Something similar is being done with LPG and CNG being added to diesel engines.
The real problem is in generating the gas efficiently.
