Those holes are dimensioned so that plastic dont strecht too much when you assembly those to wheel. Also there need to be enough cooling surface area for the brakes.
If holes are smaller it wont work nearly as good or if they bigger some other problems occur. Same idea would work on your normal car wheels if wheels have 5-6 mm deep u groove on the outer edge like those truck wheels have.
Yes those FleXcaps can be manufactures also from smoked polykarbonate. Current basic version is manufactured from weather resistant ABS plastic
I dont think coroplast would work the best way because material needs to flex during installation process.
