^Agreed.

1. Think of the energy required to cool that volume of air.
2. More responsive? I can tell when an a/c compressor is on because of the lessened responsiveness. Even if this worked, would it work well enough to counteract the compressor drag?
3. Cooler air helps but not that much.
4. Reminds me of HHO and Tornados for some reason...
