Hmm.... Thats a good question. I don't know for certain but my gut tells me it won't create lift.
I would view it like holding two pieces of paper parallel to each other with a small gap in between then blowing between them. Keeping the velocity of the air under the car might create a vacuum.
Edit: I should say reduce lift because you will have fast air moving over the yop of the car
