Is the amp stable under 1ohms? I don't know many that are.
Well your running about twice the RMS I'm running. I'm running a Kenwood Excelon KAC-X1R Amp at 2 ohms. I'm running 1200RMS to 2 12" Kenwoods. But it also looks like you have more coin than I do! It sucks being a high school student. Not much cash flow!
Those subs aren't going to hamper your mileage, those rims and tires are! rotational mass is a lot more worse than static weight! The subs are like having a passenger or two!
He's not asking about the rim size, but how big the TIRE is AROUND. Like, if you go from regular profile tires on 15" rims to low profile tires, your wheels have to spin more to go the same speed, making your speedometer spin faster (higher speed) and show a higher speed than you actually are going! Not to mention Higher RPM's and lost mileage!
With your 18's, the rims may have gotten bigger and the sidewall shorter, but the circumference of it might not have changed, or gotten bigger. Look up the revs per mile for your current tires, and your old ones and compare.
