That is not accurate
. 3-5% is the minimum in most cases and anything over 10% is illegal without the proper signage. They can't require usage of Ethanol if there is no supply for it anyway, they can only mandate that an oxygenate be used and Ethanol is the most popular with MTBE illegal. It is legal for them to sell Gasoline with ethanol in it in many states without signage, in that case any signage is voluntary.
Coil on plug is the new thing instead of distributors. Meaning spark advance is decided by the ECU. You can get a tune for that
