You don't get it. "Risk" is defined by what insurance companies say it is. The "piper" gets to call the tune, not you. And the State Insurance Commission (of any state) always will approve what the insurance industry wants.

Hey, they just want to make money, like everyone else - but the 'mandated' part insures that their business will never slacken off much in any economy, due to required insurance being mandated by our Big Brother (read: GOVERNMENT).

Big Business is only the stepbrother of (and handmaiden to) the real Big Brother.
