Those bristles are installed to catch the water spray generated by the tires that would normally come boiling out of the wheel wells when the bus was driving on a wet road that would obscure the vision of any drivers following the bus. They do for the sides what the mudflap does for the back of the wheel well. It may help the aero slightly, but nowhere near as much as installing a wheel well skirt.
