Definitely not.
But don't waste time and effort inventing schemes that simply can not work.
You can not transform wind power into electrical power without losing some power along the line - to aerodynamic drag, brearing friction, ...
That's fine when this power comes from wind or water, you lose some of its potential, but you still harvest energy you wouldn't have had otherwise.
But considering that the power in automotive applications comes from a rather inefficient internal combustion engine, that needs to be fed expensive fuel - any power you lose comes directly from that inefficient ICE burning energy that you already had, stored in the fuel tank.
