I have seen wind powered vehicles that can go into the wind, sadly they move very very slow.

The examples I have seen real life have all been
very small,
very lightweight,
very aerodynamic,

So yes by using gearing you could make a wheeled wind powered vehicle that travels into the wind, but what good is 1mph?

(oh and what you are wanting to make is exactly what I have described above, just substitute generator for gearing)
