The definition of "economy" can vary, but it's probably easiest to think about total miles / total gallons to get an MPG figure.

Efficiency is generally in terms of fuel used / energy generated. The usual figure is in lbs of fuel burned per horsepower generated. The two are related, but only pretty indirectly.

Economy is usually the better measure for us, because we are generally interested in using the least fuel to go a given distance.
