wouldn't it be smartest to make a "sealed" (or at least closed-off, aerodynamically) engine compartment and a separate, aero-clean cooling tunnel with a radiator in the middle of it? It could dump to just under/behind the front tires perhaps... or wherever there's naturally a low pressure area.

I recall the 93 VW Fox I used to drive had a tiny radiator off to one side, the right 2/3 of the grille was blocked by a cardboard panel and air got diverted into the little square radiator... it wasn't super slick but I don't see why the same idea couldn't apply to something like the Focus, and not even need mechanical shutters (that will inevitably fail)
