As I mentioned in another thread, here in NY state during the 90's they were handing out driver's licenses to virtually anyone who could sign their name and pay the fee. (Not to mention the illegal immigrants who quickly learned they can drive
without licenses, without incurring any penalty. If someone has no license you can't threaten them with revocation of it.)
With such lax standards, driving a motor vehicle now amounts to: "No experience required" or, "On the job training".
Licensing fees were expanded and increased to support the ever burgeoning state budget... in other words it has become a convenient and dependable "cash cow".
