Throttle body spacer - torque/FE?

I came across this TBS on tirerack today:Airaid PowerAid

I read some previous EM threads about these kinds of things. Some good feedback, and some neutral (no gains).

Anyway, I am interested in finding a nice DIY project this summer. Something simple. Is this a doable project for someone with little mechanical experience? I do the basics (oil, tire rotation etc) but nothing like this.

More importantly, should I expect a gain in low end torque? And by extension - since more power at lower rpm means higher gears - in fuel economy?

Thanks for any advice on this.
