Pretty hard to get caught even if you did see cops around. Bikes can go where patrol cars can't. And they can outrun foot patrolmen.
So what would they do, shoot me? Take away my driver's license?
Fortunately, they can't do either.
BTW, I slow or even stop for idiot pedestrians and idiot drivers, because I will do ANYTHING to avoid an accident while biking. But that has nothing to do with stop signs or traffic lights.
