No, it is not the end of the story. They are merely public highways - not "socialist motorways", as must as you would prefer them to be. And no, the option to decline auto liability insurance is not irresponsible, nor is having it a federally mandated requirement. (Thank God!)

There are two states left in America where auto liability insurance is not mandatory: Virginia and New Hampshire. Virginia extracts $500 from applicants that goes directly into state coffers as a form of taxation for the supposed, state granted privilege, but New Hampshire allows it without any reservation.
