Not at all. Regulations mean nothing if the enforcement of said regulations is not done. The "out of sight, out of mind" scenario belongs to the EPA and other government agencies that have been compromised by those that have money and influence. The Gulf Spill that happened recently showed that if you have enough pull, you can get away with almost anything.

When you are playing with billions of dollars, there isn't room for error and they know what they are doing.
