In general the slower the engine is turning the longer and smaller you want the intake, at least from what I remember from reading books on designing intakes and exhaust systems.
Also when I bought my first Civic VX it had front end damage and the air intake resonator chamber that is in the bumper had been removed as part of the "repair" that chamber seamed to help it run much smoother, quieter and I picked up at least 2mpg after returning it to stock.
