If i've understood the EPA cycle, it has a predetermined rate of deceleration. That means that if you improve say, the aerodynamics of a car, the EPA-bot driving isn't going to let off the gas sooner, instead it is going to stay on the gas to exactly the same point, and instead apply the brakes harder than before.

In fairness, the average driver might actually make the same mistake to some extent, but certainly no hypermiler would.
