Perhaps it would cost more to suspend a program that has milestone dates and momentum and then restart it when all external factors are "perfect" than it would to simply proceed.
As far as the poor health care providers- I don't have much sympathy for those who's parking lots are stuffed with Aston Martins, Porsches, Benz', etc.
