If the rake/slope is more than 20 degrees from the horizontal, the air will tend to break free and lift up and maybe not make any flow by the time it gets over the rear edge (all turbulence). In this situation, catching the air before it breaks free and putting it to use is a good idea, in my opinion.
Also the down-force is
more over the rear wheels not
far after it, which if my experience with sand bags in the bed of my pick-up truck in the winter is any indication - this is a good thing, no dumbbell effect.
Saab seemed to have a few variations on this concept, back with the 9000 model.
