I am inclined to believe it's not just the flatness of the mooncaps, but the fact that they are isolating both sides of the wheel. I think that if you simply plug the holes in regular steelies you might get something.

Something interesting to note is that most of the flow hit the wheel on the inside as the flow under the vehicle is pushed diagonally to the sides. Who knows, maybe the mooncaps are actually on the wrong side of the wheel.
