Are both sides required? Some vehicles came stock with only one on the driver side.

If your vehicle came with two mirrors than you must have two, if it came with one then you must have one. That's the way I understand it. As far as passenger side visibility; I don't have a problem seeing just as well with the smaller mirror. You just see a little less because of the smaller size.
