Are you getting your FE from the lie-o-meter or from a scangauge. I don't know but I think the lie-o-meter actually uses the fuel gauge at least partially in it's mpg calculation. If you fill up all the way your tank level won't be changing in the first 100-200 mi (according to the fuel gauge) a la better mileage. That being said, I pay close attention to mine, but haven't observed anything as dramatic as what you're describing.
