Lupo 3L 1.2 TDI has 5 speed manual gearbox, with tall gearings 2000 rpm @62 MPH with stock tyres. Factory has build hydraulic gearswitch system to it. So it is electromechanical. It can be converted to manual if you like it that way, but then you need to make tweaks to ECU programming.

At early phase on a project you should go to car inspection etc place and ask what they require to register such car. You should always ask the answers in written and also how long will those laws be valid. This way you know what parts you have to get from some similar size car and what you can build youself if you like it that way.

I would recommend to use all the basic components from some other cars, specially the ones which are related to steering and braking. its more simple and cheaper that way. For your own safety I would build a steel tube frame and just outer shell body. If you want more high tech it will take 5 times more time, equipment and money to finish a project that is looking like that and it will cost easily over 300k$. Ofcourse everything depends what are your mechanical skills so what you have to do yourself. If you do build that big project it will take about 30000 manhours with high quality finish.

Anyway good luck with your project. I wish I would have enough money to build my own dream ecobeast from scracth. Doing CityCab was a so much fun.
