Spend what on? If govt reduced/eliminated energy giveaways, maybe they could consider repaying the Social Security fund of all the money they've stolen from it over the years, or maybe even pay down some debt??? And if the govt suddenly finds itself debt free and awash in money, oh, i don't know, perhaps they could consider lowering taxes???

My modest proposal is to simply stop paying them to procreate.
