Thousands of legislators and school execs turn themselves inside out every year to tweak school funding formulas; the laws are in constant flux and of course they never get it right. When I try to research it I find reports over 100 pages long- talk about the ultimate sedative!!! Back in the mid 1800s there were public schools financed via tuition!!! Whatever happened to that? Imagine the simplicity and straightforwardness. Suddenly 5000 otherwise useless pencil pushers would be out of jobs but that would make me happy.

The problem with tuition is that not everyone would get an education.
