V8-wise, have you considered the 5.3L with Displacement on Demand (DOD...also called Active Fuel Management, or AFM)? My wife's '09 Impala SS with the LS3 gets 27-29 on the highway with that engine. That's with 4 people in the car and the trunk loaded with cargo. The DOD was available in Trailblazers/Envoys too.
