I have found while riding in windy conditions that, although a headwind requires more effort to pedal through, for safety reasons, I never ride with a strong cross wind simply because it tends to toss my bike from side to side and I don't want to get pushed into passing traffic. The only time I ever really noticed such strong winds though was at the beach while riding on the road that runs right along the shore, so that's easily 20mph+.
