It's a huge annoyance with my car. When I go to shift, I'll push in the clutch and the motor will rev up a good 2-300rpms (sometimes a little more). Also, When I'm in 5th gear and I go to push in the clutch to shift to nuetral, it will rev up first, then it will hang at 1500rpms while I'm rolling. It will only go down to 800rpm idle speed if i come to a complete stop.
I know why the car is doing this, but the fact that it happens often is annoying. Basically, the car is learning my driving habits, which happens to mostly be Pulses between 2-4 Vacuum followed by shifting to neutral and killing the engine.
The only thing that seems to fix it is disconnecting the battery overnight to reset the ECU. After a week, the symptoms will come back.
From what i read, it seems to be a common issue with these cars.
I wish i could manually disable the IAC above 1000rpm's or something.

You can use an IAC blockoff. I made some and sold them on Sixthsphere. I gave the drawings to someone else who made/sold them as well. It will also get rid of the annoying rev hang between gears. On an OD1 car you won't get any codes. OBD2 will occasionally give you idle too high or idle too low as it is much more sensitive to that.
I would much prefer a way to shut it off over 1000rpm. I suspect it is possible with a reprogrammed OBD1 computer, but w/ OBD2 it would need to be an external circuit.
