1. Yes, the variable displacement Honda V6 in the Accord uses it to mask the odd sound of only a few cylinders running.
2. Perhaps, although I am not aware of any other than the Honda unit -- and I don't know how they have implemented theirs.
3. I've used ANR in aviation headsets -- works great. I'd think that in a open car, it would be hard to get the phasing right without headphones -- but apparently Honda has figured out how to do that.
