The middle of the hood where the vents are is low pressure, typically. The base of the windshield is high pressure, typically. The slots help draw air through the cooling system, which lowers the drag through the cooling system, and the radiator can be smaller.

Your suggestion was to move the exhaust vents (if that is what they are) to base of the windshield, and my point was that then the air would not flow out of them very well. So, they might provide defrosting, but they would not be as efficient for cooling as where they are, on both the Bentley and the Maybach.
