For an "off-brand", Kymco is okay, being Taiwanese instead of mainland Chinese. This ain't your typical knock-off brand. Think of it more as the Hyundai of motorbikes.
A lot of riders swear by them and the 150cc has decent punch. I've ridden a sit-down scooter with the same motor, and it's pretty good and feels just as much a quality item as some Japanese (though, remember, if you're paying very little for the bike, you're not going to get the same quality as a much more expensive Japanese motorbike).
The big issue is it's a carburetted motor, so you're not going to get the efficiency of a 150cc EFI motor in city driving, though they're supposedly decently economical on the highway. If you can swing an EFI bike within your budget, that'll probably serve you better.
