I just read that with the cold spell here, Warsaw's city busses are left idling all night. The drivers aren't happy about it, and the people who live next to the shop have had enough of the noise and emissions, even the maker of the busses is surprised, but the shop's officials say everything is under control. According to one side of the conflict, the busses aren't kept in tip-top working order and might not start after a cold night. If a bus can't start and doesn't do its rounds then the shop has to pay a fine. Supposedly the extra fuel cost is less than that fine.
Some numbers: Each bus uses 3 liters per hour when idling, and idles for at least 5 hours per night. This bus company has 1100 busses, but it's not clear whether all of those busses idle through the night or only the busses at that one shop.
