We drove 8229km (5113mi.) last year. Over half of that was highway and occurred in less than 20days. The rest of the year is all short trips. Whether it's short trips or long, people still need to get where they are going and walking or biking is just not always an option. If you don't drive very far, you still burn less fuel and create less pollution, I think, even if your mileage sucks.
Penalizing people for not driving far enough? Sounds like a cash grab idea, not an environmental one. If they want to tax people for their driving, tax the people needlessly idling their vehicles. I hope they don't go through with it.
